/Start with applying a blue cream shadow on the eyelid and blend it. Apply the same eyeshadow under the eye. Then add a blue shimmery eyeshadow on top of it.

/Add the same shimmery eyeshadow under your eye, and for more intensity, dampen the brush and add the same eyeshadow again, on the lid, with a damp brush.
Then add a glittery highlight on the inner corner of your eye, and a little bit under your eye.
